Customs regime

The legislation of the Republic of Moldova establishes the introduction of goods into the territory of the free zone, well demarcated from the rest of the national territory, in order to process and sell them on third markets, without applying tariff and non-tariff restrictions of the customs procedure in comparison with the national territory, corresponding to the space reserved for the free customs zone.
On the territory of the free zones the customs procedure is ensured by the customs body of the Customs Department whose activity is coordinated in organizational terms with the Administration.
Goods and services are exempt from customs duties:
  • introduced into the free economic zone from the rest of the customs territory of the Republic of Moldova, from outside the customs territory of the Republic of Moldova, from the territory of other free economic zones;
  • exported outside the customs territory of the Republic of Moldova and other free economic zones;
  • produced in the free economic zone introduced into the rest of the customs territory of the Republic of Moldova
  • goods which have not been sufficiently processed in the free economic zone, introduced into the rest of the customs territory of the Republic of Moldova, in the part referring to foreign goods placed in the free economic zone accompanied by a proof of preferential origin and local goods which have been used for the production of goods which have not been sufficiently processed;
  • goods placed under the inward processing customs procedure, except goods subject to excise duty.
The introduction into the territory of the free economic zones of goods and other objects shall be prohibited if their commercialization is prohibited by the laws of the Republic of Moldova or by international agreements to which the Republic of Moldova is a party, as well as if they:
  • present a danger to other goods and articles in the free economic zone;
  • endanger public morals and security;
  • do not comply with the ecological and sanitary-hygienic norms and rules laid down by law;
  • do not meet the quality requirements laid down by law.
Deliveries of goods (services) to free economic zones from the rest of the customs territory of the Republic of Moldova are assimilated to export, and deliveries of goods (services) from the free economic zone to the rest of the customs territory of the Republic of Moldova are assimilated to import and are regulated according to the legislation. Such deliveries shall be made on the basis of a single customs declaration lodged at the customs post of the free zone.
The goods (services) in the free zone until the moment of crossing its borders have a free circulation regime and are transmitted from one resident to another without the completion of the customs declaration.
